Consilium Belli is a civilian situational‑awareness and communications system. These are the rules built into how it may be used. They exist to keep it lawful, safe, and unambiguously civilian — for you, and for anyone near you.
The core declaration
This is not a weapon and not a targeting system. Consilium Belli observes, maps, and communicates. It has no targeting solution, no fire direction, no weapon integration, and no autonomous action — by design, and none will be built. It cannot attack anything. Every capability is for seeing and coordinating, never for striking.

Your legal duties
Radio licences. Transmitting on HF needs a ham certificate + callsign; two‑way radio needs an RSM land‑mobile licence; mesh must stay within ISM (915 MHz GURL) power limits. Receiving is licence‑free. The app reminds you before you transmit.
Drones & survey planning. Fly under NZ CAA Part 101 (VLOS, day, <120 m, not over people, >4 km from aerodromes); BVLOS or autonomous flight needs Part 102 certification. The AI never flies the drone — the survey / mission planner produces a flight plan for you to fly (or to load into your own drone app). Planning, not autonomy; observation and reporting only.
Sensors are passive. RDF and ADS‑B are receive‑only. Finding a bearing or tracking public aircraft/vessels is fine; decoding or divulging private content is not.
No weaponisation, ever — including field‑expedient modification. This is a hard limit, not a setting.

Data & privacy
No automatic location. The app never tracks your location. GPS is opt‑in only — it fires when you press the button, is shown to you locally, and is never stored or broadcast.
No profiles on people. Do not use the system to compile information about, or track the movements of, private individuals.
Your data stays yours. On the off‑grid box, intelligence and maps are local by default — no cloud dependency.

Safety
Emission discipline (listen‑first). Every transmission reveals your position. Default to receive; transmit only when necessary and keep it short. The AI operator flags excessive transmit.
RF exposure. Keep clear of antennas while transmitting; follow the radio's stated exposure distances.
Electrical. LiFePO4, solar and DC wiring must be fused and installed to standard. Heat‑manage a sealed case.
Situational, not authoritative. Intelligence and map data are aids, not ground truth. Verify before you act; the system informs decisions, it does not make them.
By using Consilium Belli you agree to use it only for lawful, civilian purposes within these rules; to hold the required licences; to keep sensors passive and people's privacy intact; and to never use it for targeting, weapons, or any offensive purpose. Use that breaches these terms is unauthorised.
