Rules of restraint and lawful use.

Consilium Belli is a civilian situational‑awareness and communications system. These are the rules built into how it may be used. They exist to keep it lawful, safe, and unambiguously civilian — for you, and for anyone near you.

The core declaration

This is not a weapon and not a targeting system. Consilium Belli observes, maps, and communicates. It has no targeting solution, no fire direction, no weapon integration, and no autonomous action — by design, and none will be built. It cannot attack anything. Every capability is for seeing and coordinating, never for striking.

Permitted & prohibited use

Permitted — civilian only

  • Emergency preparedness & disaster response
  • Search & rescue and advance‑scout spotting
  • Expeditions, remote work, journalism, NGOs
  • Farms, forestry, conservation, survey
  • Event & community safety

Prohibited — never

  • Targeting, weapon guidance, or fire direction
  • Any offensive or harmful operation
  • Unlawful surveillance or tracking of individuals
  • Decoding or divulging private communications
  • Military effectors, or aiding disregard of civilian protection

By using Consilium Belli you agree to use it only for lawful, civilian purposes within these rules; to hold the required licences; to keep sensors passive and people's privacy intact; and to never use it for targeting, weapons, or any offensive purpose. Use that breaches these terms is unauthorised.
